The cartoonist's role is not so much to instruct his audience, or illuminate the Truth, as it is to simply take an honest stand and present it vehemently enough so that it must be confronted. This constitutes the power of the cartoon to stimulate discussion and debate. And this is the cartoon's positive function in society-Bill Watterson

Process
The cartoon is ready for final inking when I feel that I have conveyed the idea clearer. For this particular cartoon, the initial idea I had was of a man holding on to a vault key, but changed my mind and did another sketch which I felt it is a lot more relevant..with regards to how the town council handles the sinking funds.
