if Wong Kan Seng can be DPM, then it is a rock bottom benchmark, so any blooming idiot will do. can't do worse than Ah Seng.

it is not difficult to see thru' the PAP's selection logic.
first choice is famiLEE ties, followed by the most loyal stooge, failing which, take personal charge of more than one ministry whilst grooming more stooges.
